Analysis by Forrester’s Thomas Husson on Public Reactions to DeepSeek and Overregulation Concerns
This week’s AI Action Summit in Paris followed the recent launch of DeepSeek-R1 by a Chinese AI company and coincided with the European Union’s increasing enforcement of its AI Act. Several stakeholders, both within and outside Europe, have expressed apprehensions that these regulatory frameworks could impede innovation in the AI sector.
As noted by Thomas Husson, vice president and principal analyst at Forrester, the summit served as a platform for French and other EU-based AI firms to assert their presence in the rapidly expanding global AI landscape. “The DeepSeek launch illustrates that innovation is within reach for European companies, yet it also raises significant concerns about reliance on Chinese data and methodologies that could threaten self-expression and have wider implications for democratic freedoms,” he stated. Husson attended the two-day summit alongside lawmakers and tech executives from over 100 countries.
Concerns regarding excessive regulation in the EU are shared by European firms and their American counterparts, particularly regarding a technology as transformative as AI. This sentiment echoes a broader fear that stringent regulations could stifle the creative and technological advances central to the industry’s growth.
In an interview with Information Security Media Group, Husson highlighted key discussion points from the summit, including major themes of focus, responses to the DeepSeek-R1 launch, the implications of the EU AI Act on European companies, and the future trajectory of AI governance.
At Forrester, Husson’s research emphasizes the interplay of culture, consumer behavior, and technology’s disruptive influence, especially in relation to AI. His background includes four years as a senior mobile analyst at Jupiter Research and six years at Bouygues Telecom, providing him with extensive insights into the evolving tech landscape.
