Announcement Follows Trump’s Blacklist of Anthropic

On Friday evening, OpenAI announced it has entered an agreement with the U.S. Department of Defense to implement its large language models within military classified networks. This development arrives shortly after President Donald Trump directed federal agencies to halt the usage of AI technologies developed by competitor Anthropic, which has been marked as a “supply chain risk” and barred from Pentagon contracts.
CEO Sam Altman shared the news via social media, emphasizing the collaborative understanding between defense officials and OpenAI on issues regarding domestic mass surveillance and ensure responsible use of force, particularly in regards to autonomous weapon systems. Altman reassured that technical safeguards will be installed to maintain the expected behavior of their technologies, a point also emphasized by the Department of War, as the Defense Department is historically referred to.
Altman further advocated for similar terms to be offered to all AI companies, urging a shift from legal disputes to more reasonable agreements as the industry matures. Meanwhile, a contention remains between Anthropic and the Pentagon regarding the deployment of Anthropic’s Claude model, with defense officials seeking broader application across various military functions while the company pushes back to maintain limitations on domestic surveillance and the deployment of autonomous systems.
In light of these developments, Anthropic CEO Dario Amodei reaffirmed his company’s commitment not to provide products that could pose risks to American personnel or civilians. The timeline for integrating OpenAI’s technology into these classified networks remains uncertain, although the recent announcement of a partnership with Amazon Web Services could expedite the process. The collaboration aims to develop a runtime environment on the Amazon Bedrock platform, which has received federal validation for handling sensitive, albeit unclassified, data.
